Rodriguez, along with Ellis reported that, after the vehicle caught fire, they couldn't do more to assist Tintor's dog or Tintor. "I'm feeling like I failed." LA Police say Ruggs went at 156mph after which he slowed down to 127 mph, as Tina's car collided with his. The blood alcohol level of Ruggs was more than two times the Nevada legally allowed limit.
